On the Contexts of EU Policies on Open and Distance Learning and Lifelong Learning (1990-2021)

Lifelong learning has been a structuring element of competitive knowledge-based societies, but also in fields of personal fulfillment, social cohesion and active citizenship of people. In 2000, the European Commission issued a Memorandum on Lifelong Learning, which strengthened the basis for policy cooperation in education and training. The EU Memorandum on Open and Distance Learning (1991) aimed to expand access to and participation of citizens in education and training. The economic framework and rhetoric of the EU's lifelong learning policy tend to obscure important elements of equity, citizenship and European identity. Among the goals of the Lisbon Strategy, the EU has made little progress in the field of lifelong learning. A new element in the related theory of education is the concept of lifelong-lifewide learning. In a holistic vision, a learner-centered approach is paramount rather than a labor / market-oriented approach. Open and distance learning has moved in the mainstream of European policy in education and lifelong learning. The pandemic has brought one of the greatest professional developments in the history to university education, while it is acknowledged that emergency distance learning is not quality online learning. The EU's renewed Digital Education Action Plan takes into account the experience of the COVID-19 crisis and the structural challenges for education in Europe. The pandemic has accelerated trends in online and hybrid learning. Weaknesses in teacher education and infrastructure and in the coherence of EU Member States' education policies remain fundamental problems. The sector known as distance learning, online learning, played a real and valuable role in the period 1970-2020. In the future, online learning will appear as an authentic part of education, so its integration into lifelong learning is both methodologically and technically self-evident.Author Biographies
Kálmán Anikó
She is recognized as one of the few experts in Hungary in the field of Lifelong Learning and Andragogy. She got her PhD degree in 1999 in Educational Science and the Habilitated Doctor (Dr. habil.) qualification in 2007 in management and organizational sciences.Among others she is currently: associate professor at the Budapest University of Technology and Economics (BME), Hungary, academic staff member at the Doctoral School of the Faculty of Education and Psychology at the Eotvos Lorand University, Budapest and also in Szeged University Educational Doctoral School. She was the executive president of the MELLearN Hungarian National University Lifelong Learning Network between 2002-2015 and was elected to the SEFI Boards of Directors in 2014. She was a visiting lecturer in 2015 in Tampere University of Applied Sciences.Her research fields are: lifelong learning, staff development, adult education, methodology, knowledge triangle and the new ecosystem.

A Magyar Kormány Európai Kommunikációs Stratégiai Programjának igazgatója (1996). Tanácsadó, EU TEMPUS Iroda, Brüsszel A TEMPUS brüsszeli irodájának tanácsadója (1993, „Joint European Networks”).
1997 óta ügyvezető igazgatója, 2000-től főtitkára az European Distance and E-Learning Network-nek (UK, Milton Keynes) A BME Oktatásinnovációs és Felnőttképzési Központ igazgatója 2000-2015.
2005 és 2010 között az Európai Gazdasági és Szociális Bizottság (Brüsszel) Ipari Szerkezetváltás Konzultatív Tanácsának tagja. Az European Lifelong Learning Platform-ban 2013–2017 között az igazgatótanács tagja és a digitális tanulásért felelős alelnök (Brüsszel). Az Európai Bizottság, Oktatás és Képzés 2020 Digitális Oktatási Munkacsoport tagja (2015–2020).
A Digital Learning Europe Association alapítója és igazgatósági tagja (Tallinn, Észtország, 2019-2021). Az EU-ügyek vezető tanácsadója a BME Mérnöktovábbképző Intézetben (2016 – 2020).
A Magyar Tudományos és Technológiai Parkok Szövetségének főtitkára (1996-97), a szervezet Felügyelő Bizottságának elnöke (1998-2011)
A FEANI Euro-Ingenieur cím birtokosa, az IGIP – International Society for Engineering Education Nemzetközi Mérnökoktató Honoris Causa "Ing.Paed.IGIP h.c." kitüntetettje.
