Quality improvement in public employment services

Abstract

Institutionalised public employment services (PES) run by states/provinces have a century-long history. As institutions, they are important organisations of the wage-work society that "oil" the labour market. They bring together supply and demand. The Hungarian employment service, which was set up after the change of regime, is 32 years old and has undergone many fundamental changes since its short existence. At the same time, its core functions operate continuously, while its operation is barely definable at the organisational level. In this article, I will define the concept of employment services and describe their basic functions against international standards. Some of the texts here are taken from the PES benchlearning handbook of the European Commission (2018), which is marked separately in the article.   keywords: Hungary, PES, definition, functionalities, effectiveness, quality assurance
